We are all here today because 10 years ago compassionate voters approved a bill to reduce overcrowding in prisons.
Unfortunately we ended up with more crime, more drugs, and more homelessness.
Human behavior hasn’t changed for 1000’s of years.
Rule of law is essential and incentives and disincentives play a key role in enforcing and supporting a peaceful society.
When we fail to enforce basic property rights our society descends into chaos.
There is no moral right for someone to be able to steal another person’s property.
A just society is also a compassionate society and this bill seeks to take a key step in a comprehensive approach to the property crime epidemic, homelessness, and drug addiction.
Despite all the housing bills, homelessness is up 50% and drug dependence has played a key role in this epidemic.
This law is not a war on drugs but a peaceful and compassionate effort to help reduce crime, end a cycle of addiction, and hopefully reduce homelessness.
Prop 36 will reclassify some misdemeanor theft and drug crimes as felonies. It will provide much-needed mental health and treatment, and keep all us safe.
